Book About MK Ultra and Mind Control:

"Marks' 1979 book, The Search for the Manchurian Candidate describes a wide range of CIA activities during the Cold War, including unethical drug experiments in the context of a mind-control and chemical interrogation research program. The book is based on 16,000 pages of CIA documents obtained under the Freedom of Information Act and many interviews, including those with retired members of the psychological division of the CIA, and the book describes some of the work of psychologists in this effort with a whole chapter on the Personality Assessment System.

Marks later became a fellow of Harvard's Institute of Politics and a Visiting Scholar at Harvard Law School. In 1982, Marks founded the Nuclear Network in Washington, DC, which soon was renamed Search for Common Ground.

From 1982 to 2014, Marks was President of Search for Common Ground, a non-profit conflict resolution organization. He also founded and headed Common Ground Productions. He wrote and produced The Shape of the Future, a four-part, TV documentary series that was simulcast on Israeli, Palestinian, and Arab satellite TV, and he is executive producer of The Team TV and radio series in 17 countries and numerous other TV and radio programs."

"William Walters Sargant (24 April 1907 – 27 August 1988) was a British psychiatrist who is remembered for the evangelical zeal with which he promoted treatments such as psychosurgery, deep sleep treatment, electroconvulsive therapy and insulin shock therapy. ... In recent years writer Gordon Thomas has suggested that Sargant's experiments with deep sleep treatment were part of British involvement with the CIA MKULTRA programme into mind control. Donald Ewen Cameron was experimenting along similar lines in Canada, and it later emerged that his work was in part funded by the CIA. Cameron often sought Sargant's advice and on one occasion Sargant sent Cameron a note saying: "Whatever you manage in this field, I thought of it first". Books about Cameron's experiments have commented on links between the two psychiatrists. Although Sargant acted as a consultant for MI5, no evidence has emerged that his work with deep sleep treatment at St Thomas' hospital had any links with intelligence services."

"Project MKULTRA was a CIA project concerned with “the research and development of chemical, biological, and radiological materials capable of employment in clandestine operations to control human behavior.” The program consisted of some 149 subprojects which the Agency contracted out to various universities, research foundations, and similar institutions. At least 80 institutions and 185 private researchers participated. Because the Agency funded MKUltra indirectly, many of the participating individuals were unaware that they were dealing with the Agency. The project was organized through the Scientific Intelligence Division of the CIA, the project coordinated with the Special Operations Division of the U.S. Army's Chemical Corps. The program began in the early 1950s, was officially sanctioned in 1953, was reduced in scope in 1964, further curtailed in 1967 and officially halted in 1973. The program engaged in many morally objectionable activities, including the use of unwitting U.S. and Canadian citizens as its test subjects, which led to controversy regarding its legitimacy. MKUltra used numerous methodologies to manipulate people's mental states and alter brain functions, including the surreptitious administration of drugs (especially LSD) and other chemicals, hypnosis, sensory deprivation, isolation and abuse. Directed Energy Weapons:

"Directed energy continues to offer promise as a transformational game changer as the Department of Defense (DOD) encounters new asymmetric and disruptive threats, while facing increasingly sophisticated traditional challenges. Yet years of investment have not resulted in any current operational high-energy laser capability. In addition, the single high-energy laser program of record, the Airborne Laser (ABL) for boost phase missile defense, continues to experience delays and potential budget reductions. There is a strong belief in the directed energy community, and in segments of the warfighter and force-provider communities, that high- power microwave (HPM) offers capabilities in anti-sensor applications and as non-lethal weapons. Still, HPM advancement has been limited by uncertainty about its effects and effectiveness."
